บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อตรวจสอบและพัฒนามาตรฐานสินค้าเกษตรให้มีศักยภาพการแข่งขันในอาเซียน โดยเป็นการวิจัยเชิงคุณภาพและเชิงปริมาณจากการวิเคราะห์ประสิทธิภาพของกลุ่มเกษตรกรตามปฏิบัติทางการเกษตรที่ดีสาหรับพืชอาหาร (GAP พืชอาหาร) ดังข้อกาหนดมาตรฐานการปฏิบัติทางการเกษตรที่ดีสาหรับพืชอาหาร : GAP พืช (มกษ. 9001 2556) จานวน 4 ตาบล 4 กลุ่มเกษตรกร ที่มีศักยภาพด้านการตรวจสอบและพัฒนามาตรฐานสินค้าเกษตร ผลการวิจัยพบว่า 1) กลุ่มเกษตรกรผู้ปลูกลาไย ตาบลหนองแฝก อาเภอสารภี 2) กลุ่มเกษตรกรผู้ปลูกลาไย ตาบลท่าวังพร้าว อาเภอสันป่าตอง 3) เกษตรกรม่อนปิ่น ตาบลม่อนปิ่น อาเภอฝาง และ4) เกษตรกรผู้ปลูกอะโวคาโดบ้านปง ตาบลบ้านปง อาเภอหางดง จากการตรวจประเมินแหล่งผลิต GAP พืชอาหาร มีความสอดคล้องหรือเป็นไปตามข้อกาหนดมาตรฐานการปฏิบัติทางการเกษตรที่ดีสาหรับพืชอาหาร (GAP พืชอาหาร) สามารถยื่นขอรับการรับรองตามมาตรฐานการปฏิบัติทางการเกษตรที่ดีสาหรับพืชอาหาร : GAP พืชอาหารได้ โดยมีข้อแนะนาในการปฏิบัติเพิ่มเติม ดังนั้น 1. ต้องปรับปรุงแก้ไขสถานที่จัดเก็บวัสดุอุปกรณ์ เคมีภัณฑ์ ชีวภัณฑ์ และปัจจัยการผลิตอื่น ๆ ให้เป็นหมวดหมู่พร้อมทั้งมีป้ายบ่งชี้ 2. ปลูกพืชดูดซับบริเวณห้องน้า เช่น หญ้าแฝก 3. ต้องอบรม GAP พืชอาหาร 4. ต้องอบรม GAP โรงคัดบรรจุผักและผลไม้ และ5. ต้องบันทึกข้อมูลทุกครั้งที่มีการปฏิบัติงาน คาสาคัญ : ชุมชนเกษตร ประชาคมอาเซียน การปฏิบัติทางการเกษตรที่ดี
Abstract
This research aims to study and develop the potentiality of Chiang Mai agricultural communities to compete in the ASEAN economic community’s competition base on sufficiency economy philosophy. It is qualitative and quantitative research based on the analysis of the efficiency of farmers' groups by good agricultural practices for food crops (GAP food crops), as well as the requirements for good agricultural practices for food crops: GAP crops (TAS 9001 - 2013). The groups of agriculturists in Chiang Mai whose potentialities can compete in the ASEAN economic community. 4 groups of agriculturists from 4 districts in Chiang Mai. 1) longan farmers groups, Nong Fag Subdistrict, Saraphi District. 2) Longan farmers groups, Tha Wang Phrao Subdistrict 3) Mon Pin Farmers, Mon Pin Subdistrict, Fang District, and 4) Ban Pong Avocado Farmers, Ban Pong Subdistrict, Hang Dong District. From the assessment of GAP production sources, food plants are consistent or meet the standard requirements. Good Agricultural Practices for Food Crops (GAP Food Crops) can apply for certification by Good Agricultural Practices for Food Crops: GAP Food Crops with recommendations, Therefore, 1. Must revise the storage place for materials, equipment, chemicals, bio-products, and other production factors into categories together with signs. 2. Plant absorbent plants in the bathroom such as vetiver grass 3. Must GAP training. 4. GAP training for a vegetable and fruit packing plants is required, and 5.
