บทคัดย่อ

การศึกษาแนวทางการจัดการทรัพยากรน ้าโดยชุมชนท้องถิ่น และความสัมพันธ์ต่อปริมาณ น ้าต้นทุน และคุณภาพน ้า ในพื นที ่ลุ ่มน ้าแม่แรม จังหวัดเชียงใหม่ เป็นการวิจัยและหาองค์ความรู้ ผ่านการวิจัยแบบมีส่วนร่วมเชิงปฏิบัติการในพื นที่โดยจะเป็นศึกษาข้อมูล สถานการณ์การจัดการน ้า จากชุมชนและผู้เกี่ยวข้อง รวมถึงสภาพปัญหาและการแก้ไข โดยใช้ฐานการจัดการโดยใช้ภูมิปัญญา ท้องถิ่น และแนวคิดของเศรษฐกิจพอเพียง โดยใช้ แบบสังเกต และแบบสัมภาษณ์ โดยมีการก้าหนด กลุ่มตัวอย่างและแหล่งข้อมูล คือ กลุ่มชาวบ้าน ผู้น้าชุมชน, ผู้บริหารท้องถิ่น และบุคลากรใน สถาบันการศึกษาในท้องถิ่น และการศึกษาคุณภาพน ้าในแหล่งน ้านิ่งและแหล่งน ้าไหล โดยพบว่า ปัญหาของแหล่งน ้าในพื นที่ลุ่มน ้าแม่แรมมี 2 ส่วน คือ ปัญหาด้านคุณภาพและปัญหาด้านปริมาณของ ทรัพยากรน ้าในพื นที่ต้นน ้าแม่แรมตอนบน มีคุณภาพน ้าค่อนข้างดี และความรู้ความเข้าใจของ ประชาชนในพื นที่มีความรู้อยู่ในระดับปานกลางถึงมาก โดยเฉพาะผู้ที่มีส่วนได้ส่วนเสียกับการใช้น ้า ส่วนลุ่มน ้าแรมตอนกลางและล่างพบว่ามีคุณภาพน ้าปานกลาง และบริบทด้านการมีส่วนร่วมของ ประชาชนในการแก้ไขปัญหาทรัพยากรน ้าค่อนข้างสูง โดยภาพรวมการมีส่วนร่วมในการค้นหาปัญหา และการการอนุรักษ์แม่น ้าแม่แรม มีการปฏิบัติอยู่ในระดับปานกลางถึงมาก โดยชุมชนมีความร่วมมือ กันภายในและภายนอกชุมชน โดนเฉพาะการบริหารจัดการปริมาณน ้าที่เพียงพอต่อการใช้งาน แต่ยัง ขาดการมีส่วนร่วมในการวางแผนพัฒนาท้องถิ่นในการอนุรักษ์คุณภาพ และสภาพแวดล้อมของลุ่มน ้า แม่แรม รวมทั งยังไม่มีเป็นแผนปฏิบัติการรายปี และการมีส่วนร่วมอย่างต่อเนื่อง 

Abstract

The Study on Local Management of Water Quantity and Water Quality in Mae Ram Watershed Chiang Mai Province aim was focused on the relationship between a water resources management and the Local Community on the basis of Sufficiency Economic Concept and Local Indigenous. The fundamental data of the study area, the upstream of Mae Ram Watershed were investigated along with the local water resources management and stakeholder. The problems and solution of local community which using the sufficiency economic concept and the indigenous knowledge were studied. The questionnaire and depth interview were using as the method for collecting data. The sampling group was the community leader, the officer, villager and school staff. The local problem from this investigation had shown two main topics as the quality and the quality of the water resources. In the upstream are the water quality and Quantity were moderate to clean and the local members had a moderate to high about the understanding of water situation especially the stakeholder. The water quality of the medium and downstream were moderate and moderate water quantity. Whereas, the participatory of citizens to water resources problem were ranging in moderate to high. The overall participation investigates in this watershed shown the insufficient of the local-self management and a collaboration with outer organizations. Moreover, they have annual plan and permanent participate to protect and conserved the water resources.
