บทคัดย่อ

การลดต้นทุนและความสูญเสียจากการผลิตข้าวอินทรีย์และผลิตภัณฑ์ในจังหวัดแม่ฮ่องสอนของครัวเรือนผู้ผลิตข้าวอินทรีย์และวิสาหกิจผู้แปรรูปตลอดห่วงโซ่อุปทานในจังหวัดแม่ฮ่องสอนนี้ เป็นโครงการหนึ่งที่จะเข้าไปมีส่วนช่วยแก้ไขปัญหาการผลิตและแปรรูปข้าวอินทรีย์ของชุมชนเกษตร/วิสาหกิจชุมชน เพื่อลดปัญหาความยากจนของประชากรในจังหวัด ทำให้สามารถจัดการห่วงโซ่คุณค่าใหม่ (New Value Chain) ได้อย่างมีประสิทธิภาพ โดยวัตถุประสงค์ของการวิจัยนี้เพื่อ 1) วิเคราะห์ห่วงโซ่อุปทานและการจัดการห่วงโซ่อุปทานข้าวอินทรีย์และผลิตภัณฑ์ของวิสาหกิจชุมชนในจังหวัดแม่ฮ่องสอน 2) วิเคราะห์ต้นทุนและความสูญเสียจากการผลิตข้าวอินทรีย์และผลิตภัณฑ์ของวิสาหกิจชุมชนในจังหวัดแม่ฮ่องสอน 3) สร้างรูปแบบการจัดการห่วงโซ่อุปทานใหม่สำหรับลดต้นทุนและความสูญเสียจากการผลิตข้าวอินทรีย์และผลิตภัณฑ์จากข้าวอินทรีย์ในจังหวัดแม่ฮ่องสอน และ 4) ปรับปรุงและถ่ายทอดรูปแบบการจัดการห่วงโซ่อุปทานใหม่สำหรับลดต้นทุนและความสูญเสียจากการผลิตข้าวอินทรีย์และผลิตภัณฑ์สู่กลุ่มเป้าหมายและผู้เกี่ยวข้องเพื่อใช้ประโยชน์ โดยพื้นที่ทำการวิจัย คือ จังหวัดแม่ฮ่องสอน และกลุ่มเป้าหมาย ได้แก่ วิสาหกิจชุมชนผู้ปลูกและแปรรูปข้าวอินทรีย์ในพื้นที่ 7 อำเภอของจังหวัดแม่ฮ่องสอน สำหรับเครื่องมือที่ใช้ในการวิเคราะห์ ได้แก่ การวิเคราะห์ห่วงโซ่อุปทาน Diamond Model, Five Forces Analysis, Supply Chain Cost Analysis, และ Value Stream Mapping และใช้การเก็บแบบสอบถามและการประชุมกลุ่มในการได้มาซึ่งข้อมูลดังกล่าว ผลจากการวิจัยทำให้ได้รูปแบบการจัดการห่วงโซ่อุปทานใหม่ของข้าวอินทรีย์และผลิตภัณฑ์จากข้าวอินทรีย์ที่สามารถลดต้นทุนและความสูญเสีย แผนการดำเนินงานเพื่อลดต้นทุนและเพิ่มผลตอบแทนการปลูกและแปรรูปข้าวอินทรีย์ไปใช้ปรับปรุงกระบวนการผลิตและแปรรูปเพื่อให้มีกำไรมากขึ้น และคู่มือเผยแพร่ด้านการจัดการต้นทุนและความสูญเสียในห่วงโซ่อุปทานข้าวและผลิตจากข้าวอินทรีย์รูปแบบใหม่ ซึ่งจะส่งผลลัพธ์ให้ต้นทุนการผลิตและการจัดการห่วงโซ่อุปทานข้าวอินทรีย์และผลิตภัณฑ์จากข้าวอินทรีย์ของเกษตรกร/ผู้ผลิต/วิสาหกิจต้นน้ำลดลง ความสูญเสียในห่วงโซ่อุปทานข้าวอินทรีย์และผลิตภัณฑ์จากข้าวอินทรีย์ลดลง และส่งผลกระทบไปยังอัตราการเติบโตของมูลค่าเศรษฐกิจฐานราก และมูลค่าสินค้าผลิตภัณฑ์ชุมชนที่เพิ่มขึ้น รวมถึงรายได้ของคนจน 40% ล่างสุดกลุ่มเป้าหมายเพิ่มขึ้น

Abstract

This Reducing costs and losses from organic rice and products production in Mae Hong Son province of organic rice producer households and processing enterprises along the supply chain in Mae Hong Son province. It is one project that will help to solve problems of organic rice production and processing by agricultural communities/community enterprises. to reduce the poverty problem of the population in the province This makes it possible to manage the new value chain effectively. The objectives of this research were to 1) analyze the supply chain and supply chain management of organic rice and products of community enterprises in Mae Hong Son Province; 2) analyze the costs and losses from the production of organic rice and products of community enterprises in Mae Hong Son Province. 3) create a new supply chain management model to reduce costs and losses from the production of organic rice and organic rice products in Mae Hong Son; and 4) improve and transfer a new supply chain management model to reduce costs and Loss from the production of organic rice and products to the target group and related people to use. The research area is Mae Hong Son Province. And the target group is community enterprises that grow and process organic rice in 7 districts of Mae Hong Son Province. The tools used for the analysis included Diamond Model Supply Chain Analysis, Five Forces Analysis, Supply Chain Cost Analysis, and Value Stream Mapping, and questionnaires and group meetings were used to obtain the data. The results of the research resulted in a new supply chain management model for organic rice and organic rice products that could reduce costs and losses. Action plans to reduce costs and increase returns of organic rice cultivation and processing to improve the production and processing process to make more profit. and a published manual on cost and loss management in the rice supply chain and the new form of organic rice production. This will result in lower costs of production and supply chain management of organic rice and organic rice products by farmers/producers/upstream enterprises. Losses in the supply chain of organic rice and organic rice products have decreased. and affecting the growth rate of the fundamental economy and increased value of community products including the income of the poor, the bottom 40%, the target audience increases.
