บทคัดย่อ

               การวิจัยครั้งนี้มีจุดประสงค์เพื่อเพื่อสร้างต้นแบบคนในชุมชนที่มีความสามารถการในการปรับปรุงและพัฒนาด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม ใช้กระบวนการวิจัยสนับสนุนและส่งเสริมการพัฒนา เศรษฐกิจและสังคม จัดทำข้อมูลเชิงวิชาการสำหรับการแก้ไขปัญหาความยากจน สังเคราะห์องค์ความรู้งานวิจัยและพัฒนาในมิติต่างๆและจัดทำฐานข้อมูลที่จะเป็นประโยชน์ต่อการการพัฒนาจังหวัดแม่ฮ่องสอนสู่ความยั่งยืน และสนับสนุนการพัฒนาเป็นเมืองต้นแบบในการแก้ไขปัญหาความยากจนด้วยการมีส่วนร่วมของชุมชนในจังหวัดแม่ฮ่องสอน วิธีการรวบรวมข้อมูลประกอบด้วยการรวบรวมข้อมูลด้วยการประชุมกลุ่ม สัมภาษณ์เชิงลึก และแบบสอบถามจาก จากนั้นดำเนินการประเมิน และสังเคราะห์องค์ความรู้จากงานวิจัย

               ผลการศึกษาการประเมินผลสำเร็จโครงการงานวิจัยในแผนการวิจัยและพัฒนาศักยภาพของพื้นที่จังหวัดแม่ฮ่องสอน ภายใต้การมีส่วนรวมของชุมชนพบว่าโครงการส่วนใหญ่มีผลสำเร็จตามเป้าหมายที่ได้กำหนดไว้ มีผลผลิตของโครงการบางตัวชี้วัดที่กำลังดำเนินการอยู่ แต่คาดว่าจะสำเร็จตามเป้าหมายที่กำหนดไว้ เนื่องจากการประเมินได้ประเมินในขณะที่โครงการยังดำเนินการอยู่ การประเมินผลการดำเนินงาน โดยใช้ CIPP Model พบว่า  1. ด้านบริบทหรือสภาวะแวดล้อมของโครงการ (Context: C) มีคะแนนเฉลี่ย 4.39 คะแนน  2. ด้านปัจจัยนำเข้า (Input: I) มีคะแนนเฉลี่ย 4.16 คะแนน 3. ด้านกระบวนการ (Process: P) มีคะแนนเฉลี่ย 4.40 คะแนน และ 4. ด้านผลผลิต (Product: P) มีคะแนนเฉลี่ย 4.21 คะแนน

               ผลการสังเคราะห์ความรู้ของงานวิจัยที่เกี่ยวข้องกับการพัฒนาศักยภาพในพื้นที่จังหวัดแม่ฮ่องสอนในอดีตพบว่า เกิดองค์ความรู้ในด้านต่างๆ เช่น องค์ความรู้เกี่ยวกับระบบการบริหารจัดการและวิถีการตลาด องค์ความรู้ด้านกระบวนการแปรรูปผลิตภัณฑ์และแผนโมเดลธุรกิจ องค์ความรู้เกี่ยวกับแนวทางและแผนกลยุทธ์ทางการตลาดการจัดการจัดเครือข่าย องค์ความรู้เกี่ยวกับแนวทางในการเพิ่มรายได้สู่เศรษฐกิจเชิงสร้างสรรค์  องค์ความรู้เกี่ยวกับข้อมูลจากการขุดค้นแหล่งโบราณคดี องค์ความรู้เกี่ยวกับการดำรงชีพและพฤติกรรมจากอดีตถึงปัจจุบัน ข้อมูลองค์ความรู้เกี่ยวกับการปกป้องพื้นที่อาหาร องค์ความรู้เกี่ยวกับรูปแบบกลไกเชิงสถาบันสู่การพัฒนาจังหวัดแม่ฮ่องสอนเมืองน่าอยู่ องค์ความรู้เกี่ยวกับระบบและทุนทางสังคมที่เป็นศักยภาพในพื้นที่ที่เอื้อต่อการเสริมสร้างวัฒนธรรมฯ เป็นต้น

               ผลการสังเคราะห์ความรู้ของงานวิจัยที่เกี่ยวข้องกับการพัฒนาศักยภาพในพื้นที่จังหวัดแม่ฮ่องสอน พบว่า เกิดองค์ความรู้ในด้านต่างๆสามารถจำแนก ออกเป็น 4 ด้านได้แก่ (1) องค์ความรู้ด้านเทคโนโลยีได้แก่ เครื่องมือด้านเทคโนโลยีดิจิทัลสำหรับการตลาดดิจิทัลของข้าวดอยอินทรีย์ในจังหวัดแม่ฮ่องสอนที่เหมาะสม และ นวัตกรรมเทคโนโลยีสะอาดสำหรับแก้ปัญหาสิ่งแวดล้อมชุมชนบนฐานเศรษฐกิจพอเพียง (2) องค์ความรู้ด้านการจัดการ ได้แก่ ต้นแบบ/รูปแบบ/แนวทางการจัดการเพื่อพัฒนาสินค้าและบริการในเชิงพาณิชย์ และ ต้นแบบ/แผนการจัดการเพื่อการพัฒนา (3) องค์ความรู้ด้านการถ่ายทอดอาชีพ/ความรู้ ได้แก่ กระบวนการใหม่ในการถ่ายทอดอาชีพ แผนพัฒนาอาชีพการทำปานซอย และ หลักสูตรอบรมเทคนิคการผลิตและการแปรรูป และ (4) องค์ความรู้ด้านข้อมูล/ฐานข้อมูล ได้แก่ คู่มือการจัดการองค์ความรู้และภูมิปัญญาท้องถิ่น คู่มือระบบตรวจสอบย้อนกลับ คู่มือการขอรับรองมาตรฐาน ข้อมูลสำหรับยื่นคำขอขึ้นทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ คู่มือการใช้สมุนไพร และต้นแบบในการอนุรักษ์และการใช้ประโยชน์จากความหลากหลายทางชีวภาพของท้องถิ่น เป็นต้น

Abstract

The purpose of this study was to create a model for people in the community who are competent in economic, social and environmental improvement and development, use the research process to support and promote economic and social development, create academic information for use in solving poverty, synthesize research and development knowledge in various dimensions and create a database that will be beneficial to the development of Mae Hong Son Province towards sustainability and supporting the development of a prototype city to solve poverty by participating in the community in Mae Hong Son province. Methods for collecting information include: group meeting In-depth interviews and questionnaires were then conducted to assess and synthesize research knowledge.

           The results of the study of the achievement evaluation of research and development of potentiality of Mae Hong Son Province area under community participation found that most of the projects were successful according to the set goals. There are project outputs, some indicators are ongoing, but goals are expected to be achieved because assessments were assessed while the project was ongoing. Evaluation of operations using CIPP MODEL found that context of the project has an average score of 4.39 points, input of the project with an average score 4.16 points, Process of the project  has an average score of 4.40 points and  Product of project with an average score of 4.40 points.

           The results of the synthesis of research related to potential development in Mae Hong Son Province in the past found that research can create a body of knowledge in various fields. For example, knowledge of management systems and marketing methods, product processing processes and business model plans, network marketing management strategies and guidelines, ways to increase income into the creative economy, information from the excavation of archaeological sites, life and behavior from past to present, food protection and the system and social capital that is the potential in the area contributing to cultural enhancement, etc.

           The results of the synthesis of research and development of potentiality of Mae Hong Son Province area under community participation found that research can create a body of knowledge in various fields. Can be classified into 4 areas, which are (1) Technological knowledge, including Digital technology tools for digital marketing of organic rice in Mae Hong Son province, suitable and clean technology innovation for community environmental problems on the sufficiency economy base. (2) Management knowledge such as prototypes/forms/management guidelines for product development, commercial services and prototypes/management plans for development. (3) Knowledge of occupation/knowledge transfer such as  a new process for career transfer and career development plan in making Pan Soi and training course on production and processing techniques. And (4) Information/Database knowledge, including knowledge management guide and local knowledge, reverse inspection system, standardized guide, information for submitting a geographical indication registration, manual Use herbs and prototypes in conservation and use of local biodiversity, etc.
