บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและการบริหารงานพัสดุของวิทยาลัยแม่ฮ่องสอน มหาวิทยาลัยราชภัฏเชียงใหม่ และกลุ่มโรงเรียนขยายโอกาสพื้นที่อำเภอเมืองแม่ฮ่องสอน จำนวน 219 คน เครื่องมือที่ใช้ คือ แบบสอบถามชนิดมาตราส่วนประมาณค่า (Rating scale) สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย 

ส่วนเบี่ยงเบนมาตรฐาน SD การทดสอบค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) และเปรียบเทียบรายคู่โดยวิธีการของเชฟเฟ่ (Scheffe’s test)

          ผลการวิจัยพบว่า

1. ปัญหาและการบริหารงานพัสดุ โดยรวมอยู่ในระดับปานกลาง และรายด้านพบว่าการจำหน่ายพัสดุ การบำรุงรักษาพัสดุ อยู่ในระดับมาก ส่วนการจัดหาพัสดุ และการควบคุมพัสดุอยู่ในระดับปานกลาง

2. เปรียบเทียบปัญหาการบริหารงานพัสดุ จำแนกตามตำแหน่ง และประสบการณ์ผลปรากฏ ดังนี้

              2.1 เปรียบเทียบปัญหาและการบริหารงานพัสดุ จำแนกตามตำแหน่งการปฏิบัติหน้าที่งานพัสดุ โดยรวมและรายด้าน แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ

              2.2 เปรียบเทียบปัญหาการบริหารงานพัสดุ จำแนกตามประสบการณ์โดยรวม

แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ รายด้านประกอบด้วย การจัดหาพัสดุ การควบคุมพัสดุ การบำรุงรักษาพัสดุ แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ ส่วนการจำหน่ายพัสดุ แตกต่างกันอย่าง     มีนัยสำคัญทางสถิติที่ระดับ .05

            3. แนวทางในการสร้างคู่มือการบริหารงานพัสดุ ได้เสนอไว้ 4 ด้าน ดังนี้ การจัดหาพัสดุ    ควรจัดทำคู่มือที่มีแบบฟอร์มการจัดซื้อจัดจ้างและเอกสารที่เกี่ยวข้องให้เป็นแนวทางเดียวกัน        การควบคุมพัสดุ ควรจัดทำคู่มือที่กำหนดรูปแบบ และวางมาตรการกำหนดขั้นตอนการปฏิบัติงานที่ชัดเจน การบำรุงรักษาพัสดุ ควรจัดทำคู่มือการใช้และวิธีการบำรุงรักษาพัสดุในแต่ละรูปแบบ        การจำหน่ายพัสดุ ควรมีวิธีการจำหน่ายพัสดุเพื่อเป็นแนวปฏิบัติที่ถูกต้องเป็นไปตามระเบียบ

Abstract

The purposes of the research were A study of problems and material administrations of Mae Hong Son College Chiang Mai Rajabhat University and Expansion Schools. The populations included 219 people. The research instrument is a questionnaire and the reliability was 0.95. The gathered data was analyzed by using mean, standard deviation and mean difference tests with statistical t-test ,one-way ANOVA and scheffe’s test

          Research findings found that

1. Problems and material administrations overall, it's at a moderate level. Considering each aspect, it was found that distribution of supplies, parcel maintenance are at a high level while procurement of material and material control at a moderate level.

2. Comparison of material administrations problems classified by location and experience. The results appeared as follows:

     2.1 Comparison of Problems and material administrations classified by position Overall and each aspect there is not significant in statiscal.

    2.2 Comparison of material administrations problems classified by experience each aspect there is not significant in statiscal. Each aspect consists of procurement of material, material control, material maintenance each aspect there is not significant in statiscal. Material distribution section, It was statistically significant at the .05 level.

3. Guidelines for creating a manual for material administrations have been proposed in 4 aspects as follows: Procurement of material should be guided by               a guideline containing the procurement form and related documents. Material control should prepare a manual that defines the format and set clear measures to define operational procedures. Material maintenance Manuals for use and maintenance methods for each form of parcels should be prepared. Distribution of material, there should be a method for selling parcels in order to be a proper practice in accordance with the regulations.
