บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการขับเคลื่อนการจัดการขยะด้วยแนวคิดเศรษฐกิจหมุนเวียน และเพื่อวิเคราะห์ปัจจัยที่ส่งผลต่อความสำเร็จและความล้มเหลวของการขับเคลื่อนการจัดการขยะด้วยแนวคิดเศรษฐกิจหมุนเวียนของเทศบาลตำบลขี้เหล็ก โดยการศึกษาเชิงคุณภาพ ด้วยวิธีการศึกษาเชิงเอกสารและการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลสำคัญจำนวน 13 คน ได้แก่ ตัวแทนบุคลากร    ภายในเทศบาลตำบลขี้เหล็กและตัวแทนผู้นำชุมชนในตำบลขี้เหล็กหมู่ที่ 1 - 8 การวิเคราะห์ข้อมูล      ด้วยการวิเคราะห์เนื้อหา (Content analysis) และรายงานผลการวิจัยเชิงบรรยาย (Descriptive analysis) ผลการศึกษาพบว่า เทศบาลได้ขับเคลื่อนการจัดการขยะตามกฎหมาย ทิศทางการพัฒนา ปัญหาขยะชุมชนที่เพิ่มขึ้น การประชาคมหมู่บ้าน ผู้บริหารจึงกำหนดนโยบาย ยุทธศาสตร์ในด้าน         การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม และมอบหมายให้กองสาธารณสุข กองการเกษตร     จัดทำโครงการที่มุ่งเน้นการแก้ไขปัญหาขยะที่ต้นทาง การสร้างมูลค่าจากขยะ ตามหลักการ 3Rs คือ      ใช้น้อยลง ใช้ซ้ำและนำกลับมาใช้ใหม่ได้แก่ โครงการรณรงค์และคัดแยกขยะมูลฝอยจากแหล่งกำเนิด กิจกรรมส่งเสริมการทำปุ๋ยน้ำชีวภาพ โครงการส่งเสริมการสร้างมูลค่าจากขยะรีไซเคิล และได้ดำเนินโครงการร่วมกับชุมชนและหน่วยงานภายนอก เช่น สถาบันการศึกษา บริษัทต่าง ๆ และปัจจัยที่ส่งผล     ต่อความสำเร็จและความล้มเหลวของการขับเคลื่อนการจัดการขยะด้วยแนวคิดเศรษฐกิจหมุนเวียน ได้แก่ งบประมาณในการดำเนินงาน นโยบายของผู้บริหารท้องถิ่น การมีส่วนร่วมของชุมชน ความต่อเนื่องและการต่อยอด และจิตสำนึกของชุมชน

Abstract

             The research’ objectives are for studying the driving forward of the waste management based on the circular economy concept and for analyzing both successful factors and failed factors on the study as mentioned in Kheelek Sub - District Municipality. This research is conducted by qualitative method in connection with collecting rich data and documents as well as interviewing in - depth insights with 13 persons, namely personnel representatives in Kheelek Sub - District Municipality and leader community representatives in village number 1 - 8, Kheelek Sub - District. Content analysis and descriptive analysis are also implemented in this research. The results of this research show that Kheelek Sub - District Municipality has propelled the waste management according to laws, development directions, issue of waste increasing in community and village community. The mayor of Kheelek Sub - District therefore imposes policy, strategic management on natural resource and environment. The mayor then assigns Public Health Division and Agriculture Division under the Kheelek Sub - District Municipality to conduct project focusing on solving waste issue at its origin and value - added waste by 3Rs principle; use less, reuse and recycle. The said principle initiates waste separation from   its origin project, promoting on making bio - fertilizer, value - added recycle waste project and various projects cooperated with community and other organizations; academic institutes and private sectors. The key success factors and failures of driving forward of the waste management are including budget for operation, local administration’s policies, community participation, continuation and building on as well as community’s awareness.
