บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการจัดการความรู้เพื่อการประกันคุณภาพการศึกษาภายในของวิทยาลัยนานาชาติ มหาวิทยาลัยราชภัฏเชียงใหม่ วิธีวิจัยประกอบด้วย 3 ระยะ คือ ระยะที่ 1 การศึกษาสภาพการจัดการความรู้เพื่อการประกันคุณภาพการศึกษาภายในของวิทยาลัยนานาชาติ โดยสำรวจสภาพการจัดการความรู้ สภาพการประกันคุณภาพการศึกษาภายใน จากการใช้แบบสอบถามและการสนทนากลุ่มจากผู้บริหาร อาจารย์ และบุคลากรวิทยาลัยนานาชาติ มหาวิทยาลัยราชภัฏเชียงใหม่ จำนวน 34 คน ระยะที่ 2 การร่างรูปแบบการจัดการความรู้เพื่อการประกันคุณภาพการศึกษาภายในของวิทยาลัยนานาชาติ และ ระยะที่ 3 การทดสอบรูปแบบโดยการนำรูปแบบไปใช้ในวิทยาลัยนานาชาติ โดยมีระยะเวลา 1 ปีการศึกษา

ผลการวิจัย พบว่า สภาพการจัดการความรู้เพื่องานประกันคุณภาพการศึกษาของวิทยาลัยนานาชาติ มหาวิทยาลัยราชภัฏเชียงใหม่แบ่งเป็น 2 ระดับ คือ ระดับหลักสูตร และ ระดับคณะ โดยมีการดำเนินงานที่สอดคล้องและเชื่อมโยงกัน มีกระบวนการและขั้นตอนการจัดการความรู้ที่ส่งผลต่อกันตามหลักวงจรคุณภาพ (PDCA) ซึ่งองค์ประกอบที่สำคัญในการจัดการความรู้มี 3 ประการ คือ 1) คน 2) กระบวนการ 3) เทคโนโลยีสารสนเทศ และขั้นตอนในการจัดการความรู้มี 5 ขั้นตอน คือ 1) การกำหนดประเด็นความรู้ 2) การแสวงหาและการสร้างความรู้ 3) การแลกเปลี่ยนเรียนรู้ 4) การรวบรวมและจัดเก็บความรู้ และ 5) การนำความรู้ไปใช้ โดยแบ่งการดำเนินงานเป็น 2 ระดับ คือ ระดับบุคลากร และระดับหน่วยงาน ผลการทดสอบรูปแบบ พบว่า รูปแบบการจัดการความรู้เพื่องานประกันคุณภาพการศึกษาภายในของวิทยาลัยนานาชาติ โดยภาพรวมมีความเหมาะสมสามารถนำไปปรับใช้ในสภาพจริง มีความครอบคลุมการจัดการความรู้ทั้งในระดับหลักสูตรและระดับคณะ และยังส่งผลดีต่อบุคลากรในหน่วยงานให้เกิดการถ่ายโอนความรู้ร่วมกัน การแลกเปลี่ยนความรู้ และการสื่อสารที่มีความเข้าใจร่วมกันในทุกกระบวนการดำเนินงานของการประกันคุณภาพการศึกษาภายในของวิทยาลัยนานาชาติ มหาวิทยาลัยราชภัฏเชียงใหม่

Abstract

This research aimed to develop a knowledge management model for the internal quality assurance of International College, Chiang Mai Rajabhat University. The research was conducted in three stages: 1) studying the conditions of knowledge management of for the internal quality assurance of International College by using questionnaires and organizing group discussions with executive committee, instructors, and personnel of International College which were 34 persons in total 2) drafting a knowledge management model for the internal quality assurance of International College, Chiang Mai Rajabhat University 3) testing the knowledge management model by implementing it with International College, Chiang Mai Rajabhat University for one academic year.
It was found that the conditions of knowledge management of the internal quality assurance of International College, Chiang Mai Rajabhat University were divided into two levels; curriculum level and faculty level. These two levels had consistent and relevant operations as well as had processes and steps which resulted in each other based on PDCA cycle. Besides, there were three significant elements of knowledge management including: 1) people 2) processes 3) information technology. Also, there were five steps of knowledge management including 1) knowledge identification 2) knowledge acquisition and creation 3) knowledge sharing 4) knowledge storing 5) knowledge utilization. In this case, the operations were divided into two levels; personnel level and section level. The results of the model test indicated that this knowledge management model for the internal quality assurance of International College was overall appropriate and was able to be applied in the real conditions. In addition, this model could cover the knowledge management of both curriculum and faculty levels and benefited the personnel of International College in terms of knowledge transfer, knowledge sharing, as well as communication with mutual understanding in all the processes throughout the knowledge management for the internal quality assurance of International College, Chiang Mai Rajabhat University.
