บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) พัฒนาระบบสารสนเทศเพื่อการจดทรัพย์สินทางปัญญาในมหาวิทยาลัยราชภัฏเชียงใหม่ และ (2) ประเมินความพึงพอใจของผู้ใช้ระบบสารสนเทศเพื่อการจดทรัพย์สินทางปัญญาในมหาวิทยาลัยราชภัฏเชียงใหม่ โดยใช้การวิจัยตามหลักการวิจัยและพัฒนา ได้ดำเนินการพัฒนาระบบตามขั้นตอนของวงจรการพัฒนาระบบ (System Development life Cycle: SDLC) พัฒนาโดยใช้ภาษา PHP ฐานข้อมูล MySQL และหน้าจอแสดงผลได้นำ AdminLTE Bootstrap Themes มาปรับแต่งรูปแบบตามความต้องการ และประเมินความพึงพอใจระบบ จากกลุ่มตัวอย่างบุคลากรมหาวิทยาลัยราชภัฏเชียงใหม่ สายวิชาการและสายสนับสนุนที่เกี่ยวข้องกับการใช้ข้อมูลทรัพย์สินทางปัญญา และบุคลากรที่มีประสบการณ์การยื่นจดทรัพย์สินทางปัญญา จำนวน 50 คน ที่เลือกแบบเจาะจง

          ผลการวิจัยพบว่า 1) การพัฒนาระบบสารสนเทศเพื่อการจดทรัพย์สินทางปัญญาในมหาวิทยาลัยราชภัฏเชียงใหม่ มีการแบ่งระดับของผู้ใช้งาน 4 ระดับ ได้แก่ (1) ผู้ดูแลระบบกลาง (2) ผู้บริหารหน่วยงาน (3) ผู้ดูแลระบบหรือผู้บริหารคณะ/หน่วยงานต้นสังกัดของผู้สร้างผลงาน และ (4) นักวิจัยผู้สร้างผลงาน โดยเข้าใช้งาน URL : https://ip.cmru.ac.th/ip-registration/ สามารถดูรายการการยื่นจดทรัพย์สินทางปัญญา ประเภท สิทธิบัตร/อนุสิทธิบัตร สิทธิบัตรออกแบบ ลิขสิทธิ์ และเครื่องหมายการค้า สถิติการยื่นจดในภาพรวม และสถิติการยื่นจดในแต่ละปีงบประมาณ 2) การประเมินความพึงพอใจระบบสารสนเทศเพื่อการจดทรัพย์สินทางปัญญาในมหาวิทยาลัยราชภัฏเชียงใหม่ พบว่า ความพึงพอใจในภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ย 3.87) โดยทุก ๆ ด้านมีความพึงพอใจอยู่ในระดับมาก เช่นกัน มีความพึงพอใจในด้านการสนับสนุนและการใช้งานระบบสารสนเทศ มากที่สุด (ค่าเฉลี่ย 3.94) รองลงมามีความพึงพอใจในด้านการออกแบบระบบการใช้งาน (ค่าเฉลี่ย 3.87) และ ด้านประสิทธิภาพและประโยชน์ของระบบ(ค่าเฉลี่ย 3.78) ตามลำดับ

Abstract

The objectives of this research are to (1) develop the information system for registering intellectual property in Chiang Mai Rajabhat University and (2) assess the satisfaction of users of the information system for registering intellectual property in Chiang Mai Rajabhat University. By using research according to research and development principles. System development has been carried out according to the steps of the System Development life Cycle (SDLC), developed using PHP language, MySQL database and display screen has AdminLTE Bootstrap Themes to customize the format according to needs, and evaluate system satisfaction From a sample group of personnel at Chiang Mai Rajabhat University Academic and support lines related to the use of intellectual property information and personnel with experience in filing intellectual property rights, a total of 50 people, specifically selected.

          The results of the research found that 1) Development of an information system for registering intellectual property in Chiang Mai Rajabhat University. There are 4 levels of user classification: (1) central administrators, (2) department administrators, (3) executives or executives of the faculty/unit of the creator of the work, and (4) researchers who created the work. By accessing the URL: https://ip.cmru.ac.th/ip-registration/ Users can view the list of intellectual property registrations, type of patent/petty patent, design patents, copyrights and trademarks. Users can view overall statistics on intellectual property registration applications. and statistics on registration applications submitted in each fiscal year. 2) Assessment of satisfaction with the information system for registering intellectual property in Chiang Mai Rajabhat University found that overall satisfaction was at a high level (average 3.87), with every aspect being satisfied at a high level as well. They were most satisfied with the support and use of the information system (mean 3.94), followed by satisfaction with the system design and use (mean 3.87) and with the efficiency and usefulness of the system (mean 3.78) respectively.
